CARIN's HTI-5 Comment Letter

On February 26, 2026, the CARIN Alliance submitted their response to ASTP/ONC's Health Data, Technology and Interoperability Deregulatory Actions to Unleash Prosperity Proposed Rule (HTI-5). CARIN is highly supportive of the Proposed Rule’s emphasis on empowering individuals to access and use a digital copy of their health information. We are especially encouraged by the advancement of requirements that hold technology developers and providers accountable for enabling free, application-agnostic access to consumer health information.
